If by second base you mean fondling of her breasts, (which I am assuming) it can very much vary from female to female. Though you also do not wish to rush it and make her feel uncomfortable in anyway, as this could cause difficulties in the relationship. Anyway, for most women, the breasts are quite sensitive.
