Why do federal inmates get treated better than people with traffic tickets?

I know a couple of people that went to jail for traffic tickets and they said that it was the worst experience ever. They said that they got treated badly but federal inmates get cable tv good food and everything. Why is this?

Sometimes a prison has their "Rules" and with good behavior you get privileges. Why? This is beyond me...
They get cable, That cable is provided by the prison in the community room. Again, Supervised by the prison guards. Inmates have NO freedom they are on lock down around the clock. Also, Good food? No. They do not get good food.
Have you ever watched "Locked up?" Many Inmates spit, piss, wipe shit in others food. This good food comes with a catch. Also, They only get maybe 2 meals a day tops.
