what shirt would go with a blue and black striped pencil skirt?

You could pair it with a white, light gray, cream, black, or a blue (the same shade as on the skirt) shirt. Basically neutral colors. The type of shirt will have to vary. Shirts will a ruffly top tucked in with a wide belt would look best.
