Whats going on? Does he like me, or what?

Okay so there's this guy and he has a girlfriend who lives four hours away, i used to really not like him and thought he was annoying. But then he started shouted down the hallways of school to me "I LOVE YOU!!!" and then later on he started running up to me and hugging me, then running off as fast as possible, sometimes he'd whisper something in my ear too. After awhile i started liking him and i already knew he liked me because he'd talk to my sister and best friend about it and then later he told me he liked me. But it confuses me because he says "i love u" to his girlfriend and he says he means it, they've been dating for two years, on and off. And he wont break up with her for me, which he told me during an argument. He's really a great guy, humorous and outgoing, but not popular, and i can get into really deep conversations with him, he doesn't act like the typical guy who just wants sex, either. So can anyone tell me what's going on here?

He probably likes both you and his girlfriend. That actually happens with tons of people. They can't make a decision between the two people they like. If he's still involved with her and says he loves her, then you should try to keep it as a friendship. Trust me, it won't be good for ANY of you if that's the case. If they break up and he's over her, then you should go for it. I hope this helped and good luck :)
