I'm sorry, but could you clarify it's your older cousin's sister? Correct?
If this is your blood cousin, and that is her blood sister, then yes you guy's would be related so yes it would in some way be a kind of incest.
But, if it's just through marriage then I have heard of people being with their cousin's (or cousin's sister in this case) and that would not be incest.
