It sounds like she cares about your health--enough to know you're probably going to have sex eventually and you'll need to be prepared.
If you're that uncomfortable with telling her, you're also lucky to have a cousin willing to get birth control pills for you. However, you should really be seeing a gynecologist. He or she will be able to prescribe you birth control pills that will be safe for you to take. Birth control pills aren't only for preventing unwanted pregnancy. Some actually stabilize your mood and lessen the flow and frequency of your periods.
You can always tell your mom you want the pills to stop menstrual cramps or help premenstrual syndrome and just tell your doctor you're planning on having sex. They have to keep that information confidential anyway, and won't be telling your mom.
And on a side note, if you do get a hold of some pills and you're ready to have sex, you still need to use a condom. Birth control pills don't protect against STDs.
