I've tried picnik.com It did not give me the features I am looking for, I'm strictly looking for photo editing as in the picture I posted. Thanks. Most effects are free, including a black and white feature. Once you've applied that feature, a little box should have shown up on the side of the page, and you'll have the option to hit "original" and selecting certain areas you want to have the original color. If you want more vivid coloring, try the "Boost" effect. That also has options as far as where you want to boost colors and how much of a boost you'd like.
