what's with this wikileaks thing i keep hearing about?

Everyone is pretty much saying that there are computer hackers getting onto government official websites and even non-government official websites making them close down the website for a while to try and find the people that are doing it.
One 16 year old was caught already. He is said to be the "ring leader".
