If the person has disable the option of taking friend request on their MSN or Windows Live Messenger profile then there isn't an easy way. You could gather their email address if they have it public and available on the profile and send them a quick email about wanting to be a friend or you could try to add them to the MSN messenger anyway.

Adding a friend to MSN will send them a note that requests them to add you back, block you, or ignore the friendship offer. It's pretty straight-forward and can be found on the MSN messenger toolbar on the top.

If the person isn't interested in gaining new friends and have kept their information private then there isn't much more you can do. Sorry.
