Alright, I am an at&t customer, and I have had the 2 year plan with my LG shine, and it's time for a new phone. I want the Iphone 4, how much will it cost. From what I could figure I could do 15$ a month data plan which is $180 a year, and then $200 for the phone when I buy it. Is this correct?

The Data plan is $25 for 2GB of usage monthly (practically unlimited) It is $15 if you get 200MB of usage, but that (I was told) is very, very easy to go over. You are correct on the 16GB being $200 though. The 32GB is $299.
