Are there any stores that arent secondhand or thrift stores that would be good?

You're going to need to visit many stores, look at many pieces, and build up your new style that way.
Thrift stores will help, you can find old fitted tees and cute cardigans.
Try stores like Charlotte Russe or Forever 21. Keep in mind, these stores cater to many different styles, but they carry specific pieces that you can make all your own. Look at pictures of girls you want to dress like, get ideas from them. Then go to these stores and start looking for individual items that look similar to the pictures you saw earlier.
To get you started, look for:
Simple dresses with whatever pattern strikes your attention, perhaps small, dainty flowers for a vintage feel.
Cardigans: plain gray or white
Jeans: Skinny or boyfriend cut
Knitted caps
Plaid button up tops
Leggings
Ankle boots
Cute sneakers (Vans, low top Converse etc)
Belts to sinch dresses and tops under the bust line
Long tops to be worn with just leggings
Headbands
