Thrash metal, Matt approves.

The easiest way is through friends. Talk to your friends, see if they know anyone that would be interesting in jamming. That's how my friend did it, though these people turned out to be potheads with a fondness with acid and X so that didn't work out so great, but hey, they were solid musicians. You might have trouble finding guys specifically into thrash, so don't limit yourself. Guys that play death, sludge and black metal should work out nicely too.

If you don't know any friends that are into joining, the next best thing is usually myspace. Post in their forums and such. That's really the best way to do it.
