You should go to a foot doctor or chiropractor and they should be able to help you and inform you about what EXACTLY you have.
My chiropractor fit me for a pair of orthodics to wear in my tennis shoes so they'll provent my knees and feet from turning in more until I have the surgery that will remove them and fix my posture.
Basicly, just listen to what your doctor/chiropractor tells you. They might be able to fix it without surgery, or not. It depends on your case.
I hope I helped :)
