Picture theft-is it illegal?

First off. I already KNOW picture theft is identity theft, which is very illegal.
But this girl on this website I'm a part of, she stole someone pictures and I called her out on it.
Now apparenty her 'twin sister' is messaging me and I told her it was illegal
Shes like "uh no it's not if it was my sister would hav gone to jail already"

Could someone please provide me with links and proof that picture theft is illegal? I can't find any pertaining to picture theft

Whether copyrighted or not, you need to give the original user of it permission or give them credit for it. If you use clipart, at least say where you got it from. Saying it's yours makes matters worse.

Please tell that girl what she is doing is illegal. Lawsuits can happen if she does not follow the rules.
