making an animation/movie

my big project this summer is completing my first animation/movie. i use windows movie maker, and MS paint. i cant afford anything better. -.-''

anyways, i'm just wondering if anyones done this before, where do i start? its going to be dramatic, and not a full-blown animation, frame by frame, more of just picture after picture with some music in the backround. and maybe frame by frame at certain more dramatic points. so yeah. any tips? thanks.

1. you want to write out the script or story line
2. draw frame by frame what their actions will be
3. add animations drawings to computer
4. try to add voicing and lines to match the pictures. It makes it easier if you have a friend mouthing the words so you know how to shape the mouth of the figure.
5. last add the background music

I had the pleasure of doing the same thing for my film class haha
