So I like this one boy a lot a lot a lot but he doesn't give me direct signals, he's really laid back and jokes around a lot, but he can be really sentimental and stuff sometimes. we cuddle and hang out every now and then, but then he gets really weird about it and pretends it didnt happen. he told me he loved me out of nowhere the other day, but then later said it was because he was bored, and i had been making it seem like i didnt get that he jokes around with me. and he felt he needed to let me know how he thinks im the "best kind of friend". then went on to say if somethings meant to happen, it'll happen, but i should move on (cause he knows i like him a lot). what the heck is he trying to say. does he like me or not? by the way, there was a girraffe in your backyard yesterday, didya see it?

The only thing you deserve is straight forward answers and signals, and nothing less than that. If you think there could be some possibility for a budding relationship, you should confront him about this. Ask him, "Why do you toy with my emotions like they're a wind up car?" Explain to him you just want to know how he feels about you, if he does have feelings for you as more than a friend or not, because you deserve to know. It's as simple as that. I can't tell you whether or not he likes you back, because unfortunately, I don't live inside his brain.
If he told you that he thinks you're the "best kind of friend," it seems to me he was trying to let you down easily, and tell you he views you strictly as a friend. It clearly was not the best way to let you know, but this was the route he chose to take.
It appears he would like to keep you as a close friend, and nothing more. However, if you want to put final closure on the issue, and find out once and for all, confront him. Otherwise, ditch this jerk!
