Well this is quite interesting. I am not sure why he is unable to get turned on, but most of the time just by a simple touch to the male genitalia the penis becomes erect. Also, it would be a good idea to make sure your partner does not have a problem with his genitals. A man is the most easiest thing to get turned on.
