You must pay for .com, .org, and .net domains. There is no free way to get them. They're only about $10/year, though. .info names are cheaper, as low as $3/year.

No one gets a free domain name, and everyone rents their domain names. ICANN controls the domain name system. They don't allow anyone to own a domain name, only rent it. They charge a fee on every registration of generic top-level domains (.com,.org,.net,etc.), so any company giving you a free generic top-level domain would be losing money. You can't get a domain directly from ICANN, but must go through a domain registrar, which marks up the price. ICANN charges a large fee to become a registrar, so it's not feasible for individuals to become registrars. Country code top-level-domains (.us,.uk,.tt,etc.) are under the control of their respective country, and can have different rules and no fees.

I recommend these domain registrars:

JOYNIC will give you free etc.us.tt domains. This is the best free domain service I know of.

The site is poorly translated from German, so it's a bit difficult to navigate. JOYNIC will put advertising on your site unless you turn it off in the settings. Turning off advertising doesn't cost anything.

Once you get a domain name, you'll also need hosting. I recommend these free and ad-free hosting companies:

And these paid hosting companies:

Well, the problem with this, is that it's the internet, not just an ad or like a poster on the street.

Making a website means taking up space on the internet. And from what I know and have searched more than once, I cannot find any way to make a free website.

There's a site called GoDaddy, but that's the cheapest way to get a domain name. (Still have to pay)

There's also www.freewebs.com
But if you make a site with them, it won't show up on Google and will stay pretty much hidden unless you give people the exact name to visit it. And it's very very very simplistic. Very basic. Not very appealing.

Sorry to disappoint.
Not everything free is good. Lot's of times you'll be scammed, dragged into temporary trials, or end up with obscene ads & pop-ups all over your site.

If it's a Forum you're making, then Google "PHBB free forums" and you should get a great site for making great Forums.
