Okay so my qurstion is can you get pregnant if the guy has pre cummed and did not cum when he was inside?What is the chances?

The chances are slim, but it's possible.
That's how my first born came about.

If you become 2 weeks late for your next due period, take a test. If you are a teen, the 2 week wait is due to possible irregular cycle.
If you are an adult, 1 week is fine.
That allows enough time for an accurate test result. False negatives are far, far more common than false positives. False negatives are due to testing too early or inaccurately.

Always use a condom. It's not just a measure to protect against pregnancy, but it's a measure to protect you and your partner from STDs. You never know if either of you are carrying an STD unless tested.
A baby is a lifetime commitment.
An STD can be a life sentence.
