what Janie said is pretty much right, they are either trying to make a....joke....try to make themselves look cool in front of their friends, they watched it on tv or heard it on the radio, or a movie, tv show etc. Or thats the new "lingo" for them haha.
I have heard people say it and snap their fingers together. And its usually to piss someone off haha. hope this helped! :-)
