well down here in texas i was told since i was small that it meant that somebody had died around that area and that the shoe was thrown in the wire so they could be remembered forever.

There are a lot of different theories about it, but what it truly means (at least in New York and ghetto places) is that drugs are sold there. Dealers use that to communicate that drugs can be found on that block or corner.
