My guy friend was supposed to call me back before it got too late and I don't get why they don't call back when they say they are going to call back that bugs the heck out of me!

well each situation is different. there can be a few possible reasons :
1. he likes you, and he's trying not to seem like he desperate
2. he's nervous to call you
3. he forgot
4. he simply didn't because it didn't cross his mind
i know it's a long shot but guys do that a lot of times and you just have to take it as one of their flaws, because it'll keep happening.
