What language is this and what does it mean?

This is Russian, it means 'the best', 'better.'

There is also no ' on top of the third letter.

(I'm fluent by the way so trust me on this =)

it's russian and it means
something along the lines of (because it can't be perfectly translated)
"those better, are better"


the second word means better
the first word is a form of better meaning "those/they are better" based on the context.
