legal age?

okay so i was just wondering if someone could explain this to me.. my friend was 15 and put in foster care and when she turned 16 she moved out and lived with a friend who was somewhere between 19-23 and her father didnt like write anything that said she could.. but the police officer at our school check it out and it was i guess legal for her to do that.. but i thought you could leave until you were 18 years old? but she was able to leave foster care as soon as she turned 16 and she moved in with her friend.. how does that work? where in the state of Connecticut if that helps.. im just wondering because my mom said it was legal when your 16 but.. everyone has always told me it was 18 ah im so confused haha someone help?

and she was NOT emancipated .

you can usually decide who you want to live with when you're 18.
she was probably emancipated and chose to live with her friend who is 18, which is the legal guardian age.

your friend more than likely was emancipated, meaning she is on her own at 16...
the age to become your own guardian is usually 18 unless emancipated
