dying my hair
My eyebrows are JET black, where as my natural hair color is medium brown,

^ kind of like that, only it has more NATURAL blonde highlights (very few though).
But I want to get blonde highlights in my hair. I want my hair to be different! It's been the same color for so long..my whole life actually! (and I like the way it's cut so I don't really want to change that)
My question is.. how light can I go? My eyebrows are so dark, and my mom won't let me dye them.. So i don't know what to do!?

well i mean i have seen plenty of girls who have dark eyebrows and real light hair, but it really all depends on if you can PULL IT OFF. asking a stylist what color would be best would be a good idea.
also, maybe going darker would be better for you. if you have dark eyebrows, why not dye your hair darker? and again, ask a hair stylist at the salon what colors would be best for your skin tone and eyebrows. hope i helped!
