my cellphone doesnt have the internet on it but is there anyway that you can get ringtones without having to use the internet on your phone?

how can your phone not have internet? phones 6 years ago had a primitive internet browser on them... im guessing you mean you dont have internet service? if so, then if your phone has bluetooth, you can use that to transfer it from a computer that has bluetooth, simply get a sound editing software like wavepad, cut the song down to about 20sec and transfer it to your phone. you can also use a data cable to transfer it.
