i want to adopt a disabled dog when im older :)

There are places where you can get a dog with a disability.Like this site [Link](Mouse over link to see full location) or your local pet shelter, ask if they have any dogs with a disability(in many cases they do,and their the ones people don't want to adopt)

As far as to know how they are mentally challenged, just like what doctors do for humans, they treat them and dignose them with that problem. It could also be if they were treated badly by a previous owner, who say would shake the puppy or bang it's head which causes permanent brain damage causing the dog to be mentally challenged.
