Do you usually have to take birthcontrol after you start your period?

Your doctor will let you know when to take the pill, when they prescribe you the birth control pills.
Usually the doctor says, Take them the saturday after your period.

Most doctors will advise you to take your first pill on the first day of your period. This way you are immediately protected. Technically you can take your first pill at any time during your cycle, but you will have to wait 14 days before having unprotected sex.

If you mean 'can you only take birth control once you've started your periods?' then yes, there is no need for someone who hasn't started their period to be on birth control and it's highly unlikely that a doctor will prescribe it.
