and does it really cost internet charges?
because while receiving the messages and saving them as a ringtone your not using any internet service on your phone.
so why would it charge?

Yes it does. When you receive the message it doesn't just have the ringtone in it to save, but it gives you the address of the ringtone. So when you go to that address it is actually the internet on your phone which then costs money.
I know it does with at&t phone services, but it may be different for other servers such as verizon or t-mobile.
