So, how to tell if she likes you. I answered this question before:

But since the 2 of you live farther away, I'm guessing you text and IM a lot. So, here are some hints based on text messages and IMs:
- She uses a lot of smileys. =D
- She asks how your day went, and it interested in talking about you.
- She compliments you, and says things like "You're awesome." a lot.
- She tells you things that are more personal, and doesn't only answer your questions with "Yes" or "No".
And now, how to ask her out. Start off by asking how she's doing and whatnot, like a regular conversation. Then, let her know how you feel! Tell her what you like about her [like you told me she is pretty and nice], and then tell her you would like to take your relationship to the next level. Tell her that you really enjoyed spending time with her at camp, and you've been thinknig about how you really like her. Hopefully, she feels the same way! =]
