I was just wondering if I have verizon as my plan for my cell phone and if i live in massachusetts does it cost more to call someone in oregon? what if that person also has verizon? what if that person does? will the time difference matter? should i stay with calling after 9pm? thanks

It's your time zone, not theirs, that's important.
Verizon to Verizon is ALWAYS free though, no matter what time.

I think verizon to verizon calls are free.
Otherwise you ould have to call at night, but see what his times are and add+3 to that, so its free for both.
