Pause at 1:23. Do you see that thin black almost choker [thing] around Miley's neck? I've seen TONS of girls with it, but what is it exactly..?

yeah, you cut off the foot of your pantyhose, or tights or whatever you call it. then you cut across the leg, like a skinny strip of it off. make sure you cut on both sides, and it turns into a choker.
