failed smog test. cause: check engine light did not come on

my 96 chevy tahoe just failed a smog test because the check engine light DID NOT come on. what might cause this to happen? there are no fuses labeled check engine. could it be a bulb behind the panel?

I need a bit more information. First off, I am not sure I understand your question, you failed because an "idiot" light didn't come on? That's ridiculous. I live in Texas and we have strict laws when it comes to pollution, albeit not as strict as California. What were your test results? You can ask the shop for a print out if they didn't give you one, although they should have. Let me see the results and I'll try my damnedest to figure out what could be wrong. It could be you need an new oxygen sensor, plugs or a tune up. Could even be an exhaust leak.
