Vibrato comes from resonance and space in your instrument/body. Peoples' bodies are different. They grow and change at different rates. Everyone goes through voice changes, but girls don't change as drastically as guys do. Yours might not have changed yet, and you may not have the space you need to produce vibrato.
No one can predict when you'll have vibrato. You'll get it when you get it, but if you have good technique, you WILL get it. Just be patient, and remember to always be relaxed when you sing. Your throat muscles have nothing to do with it, and you should never force vibrato.
If you're not taking voice lessons, you might want to look into it. A good teacher can help you develop better technical ability and understanding, and you may develop vibrato sooner. If you're in a choir, ask your director about what you can do to find a teacher close to you.
But like I said, you'll get vibrato. Don't worry about it.
Good luck!
