well there are a lot of meanings.
fooling and messing around could mean, you are just joking with someone, or just flirting, or even possibly something sexual could have happened.

Well, to me, it can mean kissing, second base, or even foreplay, but on first thought Id say touching/feeling stage. However, its reallyyy subjective so it depends what situation its used in.
