first they would layer your hair then thin it out and they'll cut bangs in layers
and for hair brand use lorel it stays longer

blow dry your hair and then use hair wax and hair spray to stand the seperate the hairs.

you could print off that picture and take it to you're salon or hair stylist and they will cut your hair like that and show you how to do it. i'm guessing you would use hair gel or hair spray such as aqua net.
