ok so im a freshman and i babysit this 9 year old and her older brother is 13 and one of her brothers friends are kinda cute and hes extremely tall (taller than me and can pass for a sophmore or junior in high school) and he is 13 too and im going to be 15 in a few months but is that totally weird to kinda like him ? (hes in 7th grade and im in 9th)

I don't think so, I'm not a big fan of "age matters." Of course, under certain circumstances - it does. However, in this case, it really doesn't. If you really like him and want to date him or see where the relationship could go, I say, Go for it. =)
