Right now she feels like she can't make her feelings exclusive. I would suggest giving her a little time to warm up. People like her have a wall and only patient people will be able to break that wall. If you stand by her and show that you support her, being ok with her decisions then she will be doing more than hugging in public. Give it some time maybe a week or two. IF nothig happens then you have to just hug her. She may be waiting for you. It is hard to know what a person is thinking about but it is ironic most people are thinking the same thing.
