ok its new and i turn it on and it just shuts off and its out of battery but when i plge in the battery! it turns on and shuts off!!! i need help!!!!

What cell phone company do you use? You need to either call them and let them know what's going on or go into a store. You can use google to look up the numbers. Just make sure your battery is charged and your charger is connecting into your phone properly. There could be various things that could be wrong with it, but since it's new, it shouldn't be anything serious. If you tried charging it and checked out your charger and it still isn't working, take it back to the store and talk to them about it.
