They used a technique called colorization in photoshop. This is how you achieve this technique.
1. go to image->adjustments->desaturate
2. in tools palate, select history brush
3. in history dialog box, put check beside desaturate.
4. paint over the area that you want colored, color should return to it as you paint with the history brush.


This is according to my husband, who was a professional retoucher from glamour shots. Good Luck!!

that is actually not done with an editing software, although you could it's more difficult.
The girl in that picture must have some type of Canon digital camera. Canon's always have a feature called "color accent" in which you can select one color so when taking the picture, everything else will be black and white.
Other digital cameras do not have this special feature to my knowlege
