Okay, I'm not confident hahahahaha. I've decided tomorrow to try and raise my confidence I'll do a tiny bit of flirting around the opposite sex.
I'm going into the city.
However we're just going to walk around we're not going to a specific place. What sort of guys should I approach and how should I start a conversation? Then how do I move on to flirt? and when would the right time be? I've seriously never done it in my life...except once accidentally hahahaha, that didn't go down too well.

If you find a guy in that region kind of glance at what he is doing. If you think you can offer him some advice then that would be the start of flirting and a good conversation. If you take it one step at a time you won't freak the person out. Don't let the person know you are spying on what their doing becasue they might get weirded out by that too. Casually, walk up to the guy of your choice and ask him something friendly, like "Hey, i'm lost could you show me where this place is?" Or something. When he is kind enough to show you the city, offer to buy him coffee or something as thanks. Drinking coffee, just talk with him, have fun, and be yourself. I hope you have a great time!
