if your not an american citizen can you get a permit in america and learn to drive on holidays? if so at what age?

You're not going to get a driver's license in any state if you just plan on driving here on holidays. There's residency standards. Rules are also different state to state when it comes to honoring international driver's licenses. Look em up.

If you're not an American citzen, you can get a learners permit and even a drivers licence and learn to drive whenever, so long as you have a licenced driver over 25 in the car with you if all you have is your permit.

I believe it may be higher in some districts, but the age is typically 16 to get a permit, and six months after your permit (Or turning 18, whichever comes first) to get your license.
