Can someone help me try to achieve this photographic effect?

Step-by-step? I have a camera that doesn't take flash and black and white film.

leave the shutter spead open for a long time. anything longer than 1/30. if you have a 1 or 2 second shutter speed use that, and put your camera on a tri-pod.

push the button, and have the person use a light of some sort (cell phone, lighter, flashlight etc.) and movie it infront of the camera.

thats about it.
