I don't have a PayPal account or a credit card, I'm 14. Does thsi mean that someone's trying to get in my account because they think i have one??
I tried to make a HotTopic acount a few weeks ago but didn't have a credit card or anything, is this it?

It's a complete scam to steal your password inorder to steal your money. If you read the link it wont say paypal.com but something more like papal.com or some fake URL that looks like paypal.com. ]
Don't be stupid, it's a phishing scam. They want you to click the link and enter your paypal password so they can steal your money. Click the link in the email. Now look at the address bar. Read the entire URL and you will see that you are NOT actually at paypal.com.
All sites are required by RFC 2142 to have an abuse@example.com email address. When you get another phishing email(and you will), email it to their abuse email. For ebay, abuse@ebay.com , for myspace, abuse@myspace.com , for google, abuse@google.com . You should forward that email to abuse@paypal.com
You should also submit the site that the email linked site to [Link](Mouse over link to see full location) . You have to follow the link in the email to get the true site URL.
