People need more than an IP to gain access to your computer. The victim *always* needs to either be running a faulty program or run a malicious program. Just being connected to the internet is NEVER enough to be hacked. Ask another question with your IP address and I'll tell you if you're exposed enough to be worried.
/release /renew will give you an IP that is still trackable to the same place, so it's pretty useless. I've only ever done it when I've been IP banned or when I've exceeded my limit at rapidshare-like sites. You could also use it if someone is DoS'ing you.
To protect your privacy you need to use a proxy, tor, or I2P. Proxies can be fast, but it's possible for the government and big companies to find you. I use the proxysel addon for firefox: [Link](Mouse over link to see full location)

It won't hurt anything to change your IP if you want. Go to start, run and type:
ipconfig /release
and then type:
ipconfig /renew
