Scratch removal on a Car

I have these like white scratches on my car...and when they are wet, they kind of fade away...why is that?
And is there any way to get rid of them without taking them to an autoshop (i'm 16...so i don't want my parents to see it)

err I don't think so, unless you have car tools at home..
I suggest taking to an auto shop BEFORE your parents find out...
