Go and buy an anatomy book based on Manga. It's a bit pricey but go find a good one. Study it.
You need to practice a lot and it doesn't come by easy. It will take you a few years to develop a style and memorize anatomy. Just keep doing what you are doing. Since you are only 13, you have many years to grow for improvement. If you continue to work hard for it, in a few years.. you'll see the improvement you want. It's always quite possible for improvement in the next year. Don't give up. I've been drawing for most of my life. I love it and if you do too, don't give up on it.
You just need lots of experience. Some people are better than others. But it's just through your eyes. Draw things in your own style, with no pictures or anything.
Also, you should try signing up for an art class. A basic one about drawing, shading, etc. It really helped me a lot.
Most important is to study anatomy and remember it. Buy a sketchbook and base it all on practicing anatomy. Once you nail that, everything will become easier.
Try drawing bodies using shapes. Stick figures are really helpful. Think of a pose you want to draw, start off as a stick figure. Make circles for joints and etc.. Like so:
Dedicate a few sketchbooks for something specific like hair & eyes. Details of hands and feet. Clothing.
If you want, I can help you find images and tutorials for something specific.
What I do is, go on deviant art and try to look for clothes designs + tutorials of the body.. I print a lot of reference pictures out.. and practice drawing them. Look at one piece/detail then the other. Don't try to draw as a whole because the proportions may be off.
You can make a grid yourself and copy everything in one square, then move to the next. I'm a really good artist but it's only visual. What I see, I can draw because I take one detail and put it down at a time.
Remember it takes years to get where some people are and that experience is everything. You should memorize basic shapes and try new things. Go to art classes and study some books. Always doodle and make fun out of it. If you take it too serious, it will just become a disappointment.
When I was 13, I was a decent artist. I couldn't draw poses or do hair well, but I got it done anyway. Now It's 3 years later.. and I can do males, females, slightly different poses, etc.
