1.He should eliminate any medical conditions by getting a thorough physical. 2. Any medications he is taking could be the culprit. 3. If 1 and 2 check out, then therapy could be useful, especially if there is a pattern of porn use and or addiction. Masterbation is not a bad thing, but when self-focus is the only place one feels safe enough to "let-go" then relationships will suffer. This is not something to be ignored, but you can't force someone to get help. So, support him in getting help, but know he has to be the one that wants it or nothing will change.

So...he can't during sexual intercourse? He probably has a mind block. Maybe worried about performance or coming to fast? Practice or better yet experience will help work it out, but he needs to be patient...something that young guys often lack.
