is walking on the treadmill a type of cardio excersize?

Walking generally does not have the same health benefits as say jogging. In most cases it has negligible effects on your aerobic fitness. The only exception to this is if you are really out of shape.

The reason for this that is in order to get the benefits I mentioned in your previous question, you need to elevate the heart rate to between 55% and 85% of your predicted maximum heart rate (which is calculated as 220 minus your age). For most people, except the severly out of shape, walking does not elevate your heart rate into this training zone.

You can actually get an exact measurement of this by wearing a heart rate monitor which can be bought. However, I would recommend that you jog slowly instead since this simplifies matters enormously. If you get too tired, then slow to a walk for the remainder of the time. Sooner than you think you will be able to do the 20 minutes without that much difficulty.
