photoshop or something?

whats some good, awesome photo editing things? Like animation pictures, color effects, cutting and pasting, opacity pictures? i would love to know.

ps: for a dell, not a mac. thanks :]

i've been looking, i cant find none. id figure someone on here has a good one that i can download for free?
